What Is AI Operations? A New Discipline for a New Cost Center

A category that didn't exist two years ago

In 2015, “FinOps” wasn't a word. Cloud spending was spiraling, every team was provisioning resources independently, and finance had no visibility into what was being consumed or why. It took years for the industry to recognize that cloud cost management wasn't just an IT problem or a finance problem — it was a new cross-functional discipline that needed its own practices, roles, and tooling.

We're at exactly that inflection point with AI. Enterprise AI spend is growing at triple-digit rates. Adoption is decentralized. Budgets are fragmented across departments. Nobody has a complete inventory of tools, and nobody can answer the question boards are increasingly asking: “What's our AI ROI?”

AI Operations — the discipline of managing AI spend, adoption, governance, and ROI across the enterprise — is emerging to fill this gap. This article defines what it includes, who owns it, and why it matters now rather than in two years.

What AI Operations actually covers

AI Operations is not MLOps. MLOps is about the engineering lifecycle of machine learning models — training, deployment, monitoring. AI Operations is about the business lifecycle of AI adoption across the enterprise. It encompasses five core areas:

Inventory and discovery.What AI tools are in use across the organization? This includes licensed platforms (ChatGPT Enterprise, Copilot, Claude), API-based usage (OpenAI, Anthropic, Google), embedded AI features within existing SaaS products, and shadow AI — tools adopted without procurement's knowledge. Most enterprises, when they first do this exercise, find 3–5x more AI tools than anyone in leadership realized.

Spend management.What are we paying, to whom, under what terms? AI spend is uniquely hard to track because it spans multiple billing models (per-seat, per-token, embedded), multiple cost centers, and multiple procurement channels. As we've written about before, AI costs are following the trajectory of early cloud costs— growing faster than the organization can track them.

Adoption and utilization.Are people actually using the tools we're paying for? Early data suggests that 30–50% of AI seats in the enterprise are underutilized — licensed but either rarely used or used for tasks that don't justify the cost. Without utilization data, you can't distinguish productive investment from waste.

Governance and policy.Which tools are approved? What data can flow into them? Who can authorize new subscriptions? AI governance today is mostly focused on security and compliance — DLP, prompt filtering, data residency. But financial governance is equally important: spend limits, approval workflows, chargeback models.

ROI measurement. This is where most organizations struggle the most. It requires connecting AI spend (dollars) to AI usage (who, what, how much) to business outcomes (productivity gains, revenue impact, cost avoidance). The data to do this exists, but it lives in different systems owned by different teams, and nobody is connecting it.

The FinOps parallel — and where it diverges

FinOps emerged because cloud infrastructure created a new kind of cost: variable, decentralized, and growing faster than existing financial controls could manage. AI Operations is emerging for the same reasons. But there are important differences.

Cloud spend is primarily an engineering/IT cost. AI spend is an everyone cost. When marketing, sales, legal, HR, and finance are all adopting AI tools independently, the operational discipline can't live exclusively within IT. It needs to span the entire organization.

Cloud optimization is largely technical — right-sizing instances, purchasing reserved capacity, eliminating idle resources. AI optimization is more strategic. The question isn't “are we running this efficiently?” It's “should we be running this at all?” and “is this tool delivering enough value to justify its cost?” That requires business context, not just infrastructure metrics.

Cloud FinOps had years to develop. The FinOps Foundation was established in 2019, nearly a decade after cloud adoption went mainstream. AI Operations doesn't have that runway. The spend is growing too fast and the board-level questions are already landing.

Who owns AI Operations?

This is the most contested question, and the honest answer is: it depends on the organization. But the wrong answer is “nobody,” which is where most enterprises are today.

The three most common ownership models we see forming:

Extended FinOps.Organizations with mature FinOps practices are expanding the existing team's mandate to include AI spend. This works when AI costs are primarily consumption-based (API calls, compute) and the FinOps team already has relationships with both finance and engineering.

IT/CIO office. When AI adoption is primarily tool-based (seats and licenses), IT often takes the lead because they already manage software procurement and vendor relationships. The risk is that IT-led AI operations can miss the business-side adoption and ROI measurement components.

Dedicated AI Operations function.A few large enterprises are creating standalone teams — often reporting to the CIO or CFO — with a specific mandate to manage AI across the organization. This is expensive and premature for most companies, but it's where the largest spenders are heading.

Regardless of where it sits, the function needs three things: a mandate to see all AI spend across the organization, the authority to set policy, and a platform that aggregates the data into a single view.

What tooling exists today

Frankly, the tooling is early. Most organizations are stitching together a combination of vendor admin consoles, expense report data, procurement systems, and spreadsheets. This is roughly where cloud cost management was in 2013 — before the category of dedicated platforms existed.

The capabilities that matter in an AI Operations platform are: automated discovery of AI tools and spend across the organization, normalization of disparate billing models into a unified view, attribution of costs to teams, projects, and business units, utilization analysis to identify waste, and integration with existing financial systems for forecasting and budgeting.

If this sounds familiar, it should. These are the same capabilities that defined the cloud cost management category a decade ago. The difference is the urgency. AI spend is on a steeper curve, and the organizations that wait for the tooling to mature will overspend by millions in the meantime.

Start now, not later

AI Operations as a formal discipline is early. But the problems it addresses — uncontrolled spend, fragmented visibility, unanswerable ROI questions — are already acute. The companies that build this muscle now, even informally, will be the ones that can scale AI investment with confidence rather than cutting it in a panic when the CFO finally sees the consolidated number.

You don't need a fully staffed AI Operations team tomorrow. You need someone who owns the question, a process for maintaining inventory, and a way to connect spend to value. Everything else can be built iteratively — just like FinOps was.
